"Back in the 1990s, The Elliott Wave Theorist outlined the basic principle that you need to keep in mind. An 'essential insight with respect to the coming bear market is that conventional social units will fragment,' and one of 'our largest and most complex social units, the cities and suburbs, will deteriorate.'
"In October 2007, EWFF classified New York City as one likely breaking point: 'As the bear market takes full control, the dark side of old New York will emerge.' NYC mayor Michael Bloomberg says he will 'not allow the city to return to [the] darkness' of the 1970s. But a recent Reuters story says that vestiges of that 'low point in city history' when bankruptcy loomed, crime soared, and public services crumbled are now reawakening.
"The city has cut $3.6 billion from its budget, but Wall Street's implosion by itself means that tax revenues will likely fall by billions more. With thousands of police and firefighters slated to lose their jobs, the number of bank robberies is already up 57%. This is not a recipe for urban renewal.
"California faces even more imminent peril. The state's controller says it has already tapped out its special reserve funds. It is 'out of stopgap tricks to pay its bills.' The state will probably start issuing IOUs or 'registered warrants' to vendors, landlords and other creditors for the first time since 1992. Other cities and states are cutting back programs and raising taxes at a furious pace, but the economy is slowing faster than they can adjust. For some, the money will run out by the middle of this year."
